GWA News – January 2018

Howdy Neighbours!

1. Wharf Emergency – THANK YOU !!

  • On Sunday, Jan 21, a big storm was slamming dozens of big logs against our wharf. The headlines could read “Grantham’s Landing residents save historic wharf” with copy like “Massive winter storm and huge swells at high tide battered the Sunshine Coast… Logging industry to blame for thousands of logs acting like battering rams.”
  • This was discovered and captured in a short video by Bjorn and an email plea was sent to our community at 10:30am for an emergency work crew. – see video and photos
  • About 10 people showed up almost immediately, jumped into action (and the water), and worked to free the logs and get the job done.
  • Thanks to that crew, and to Andrea who provided hot chocolate!

2. GWA Tax Receipts

  • All those that paid their membership dues/donation in 2017 will be receiving an income tax receipt in the next week or so.
  • The receipt amount will be based on the membership portion of your donation (the boat rack or dinghy dock portion does not qualify as a tax-deductible contribution since a service was provided).
  • Speaking of the boat rack and dinghy dock: if you want to renew your spot from last year, or you want a new spot, please respond to this email, with the following info:
  • Your Name
  • Address
  • Phone Number
  • Brief description of your watercraft (e.g. “14 foot green canoe”, “10 foot zodiac with 10 hp Mercury outboard”, etc)
  • Please also submit a photo clearing showing your watercraft; this will help in our effort to notify owners if an issue arises, and to identify the watercraft that are – and are not – registered.
  • Your spot will be reserved as soon as full payment is received for 2018 Membership ($50 minimum) and Watercraft ($50 for each spot). – see payment options here

3. Community Announcements

  • WANTED: Building lot in Grantham’s Landing area.
  • Looking for a small ¼ to ½ acre lot.
  • Contact Deborah at dallain10@gmail.com or phone/text 604-989-5250.

4. Hall Update

Disappointing (and in some ways, infuriating) news re Grantham’s Hall:

On Fri, Jan 19, 2018 at 12:26 PM, Ian Winn <Ian.Winn@scrd.ca> wrote:

Hello Mark,

Yesterday’s meeting did not move this project in a positive direction. Jack and Karen were in attendance and I thank them for that, and for Jack’s input into the discussion. The crux of the issue now lies in the funding plan. As noted in the report all major grant possibilities at both the federal and provincial government levels have been exhausted. As per the staff report recommendation, this now leaves the largest portion of the funding plan of $238,600 to be borne by the SCRD in the form of short-term borrowing.

The recommendation was met with opposition from some of my fellow directors and in the end, I chose to defer the vote on the recommendation in order to re-evaluate the funding plan. I suggest that as part of this re-evaluation process that the renovation committee meets in order to discuss alternative funding sources. Corporate donations, fundraising events, and benevolent cultural spaces funding organizations may be worth further discussion.

I continue to appreciate the commitment of the committee and to thank you and all Grantham’s Landing residents for your patience and understanding as we move through this process.

Best regards

Ian Winn  //  SCRD Director  //  Area F, West Howe Sound  //  (604) 989-3337 //  (604) 886-9475

Mary’s response, within an hour of receiving the above:

Ian, This feels like a total rip-off. While we appreciate all that you tried to do, and the work of Janette and Ian Hall, this puts us back to where we were three years ago! Not acceptable. More delays, wavering on a commitment made to the Granthams community. As Karen and Jack probably said, we were prepared to take on renovations as a community three years ago. Jack even invested in that possibility. Instead, we went along with the process. I’m beyond frustrated. Fundraise $238,000? Crazy. The SCRD took on our Hall and promised to keep it up. We expect the SCRD to keep that promise.

I’m at my wit’s end.

Karen’s response sent a couple of hours later:

Hi Ian

This is all so disappointing. I wish that honesty had prevailed. I feel we have been sadly misled. If the grant was the only thing that stood in the way of anything happening, I wish we had know this from the very beginning. The original agreement has been ignored and I’m not sure what the next step is in this regard. Give us back the hall and the community will see something done. The hours spent at meetings were only to appease us, as I fear the SCRD knew the intention was to do nothing. All these years have seen nothing done. Frustration only begins to express my disappointment in the process. Thank you for your support Ian as at the moment I feel it’s all we have seen.

Some background from Karen:

Three lots (one on Elphinstone, the playground beside the hall, and the lot the hall sits on) were turned over to the SCRD when the Improvement District dissolved. We were very reluctant to give up the Improvement District, but did so with the community’s blessing. There was no one willing at that time to take on the onerous task of maintaining and upgrading the water system. Phone calls at 3 a.m. to say there was a break in the line, or no water were difficult to manage. The provincial government (after Walkerton) were demanding more and more water oversight. The health official at the time stated we had to adhere to more regulations than we, as volunteers, could manage.

In exchange, the SCRD promised to keep our supply of water available to the original Improvement District people (except in emergencies) and to maintain the hall. They also promised to upgrade the water lines on Central and Elphinstone. They have redone the lines on Central but Elphinstone has not been touched.

The lack of action on the part of the SCRD over the last four-plus years has allowed the hall to fall into such disrepair that even more money is necessary to get the building up and running.

For more information, please contact Mark Giltrow (giltrow@gmail.com) the Hall Restoration committee chair.

Happy New Year!

3. Grantham’s Hall Update

Subject: Grantham’s Hall Rehabilitation – Current Status and Next Steps

To: Len Hartley <heytherelen@gmail.com>, Nicky Grafton <nicky.grafton@gmail.com>, Mary Burns <burnsmar@gmail.com>

Cc: Janette Loveys <Janette.Loveys@scrd.ca>

Good afternoon Mary, Nicky and Len,

We continue to work and to plan toward tendering of Grantham’s Hall rehabilitation work in January – this work is on track. With help from Bert Telder, the septic system plan is now filed with Vancouver Coastal Health and ready to be included with the construction tender. Below is an update on progress:

Confirming Funding Mix:
As you’ll recall from our last meeting, the SCRD Board was waiting to confirm the final mix of funding to support the work – pending a response from the Government of Canada on the Cultural Spaces Fund grant. We anticipated we would hear about this in November or early this month, and a report has been planned accordingly for this Thursday’s Infrastructure Services Committee meeting (agenda here).

Current Status and Next Steps:
As of today, we are aware that a decision is coming on the grant but we have not yet received word. If it arrives before Thursday, we will proceed with the report. If it does not, we’ll hold the report to an early-January Committee meeting. Regardless of which meeting the report is considered at:

      1. The report will just be a simple administrative report about funding sources confirming whether the grant is part of the mix or not; the project direction will not be discussed and is not expected to change at all. The meeting will be open and you are welcome to attend, but your attendance at this stage isn’t required – your excellent presentation to the Committee in July was very effective.
      2. I will keep in touch about which meeting the report will be at, and provide you with as much notice as is possible.
      3. I will provide an update after the meeting to keep you up to date.
      4. Beyond an update on the funding confirmation report, you can expect a note from me in January about the tender being released. Your help is raising awareness of the opportunity in the community would be very much appreciated.

Please share this message widely with your community contacts.

I wish you all happy holidays and I look forward – as I know you do – to seeing the hall project completed in the new year.

Sincerely,
Ian

  • Fund raising: exactly $1,000 was collected in membership donations, plus 73 burgers and 20 tote bags were sold.
  • TOTE BAGS are still available ($20 each) and a few serving utensils were left behind (see image below) – for either, please email or txt Evie (604-989-1814).

  1. GWA Potluck and AGM
  • What? Join us for a community pot luck and the annual general meeting for the Grantham’s Wharf Association
  • When? Sunday Sep 17 (one week earlier than originally planned) from 6:00 to 9:00pm
  • Where? Nicky and George’s home at 496 Central Ave (second house down from Fisher, on North side)
  • Who? all members and potential members are welcome
  1. Stolen Outboard

Overnight last Sunday (July 30), Mark and Jill had their new 20hp Yamaha outboard motor stolen from their dinghy, which was anchored just to the right of the floats when looking out at Keats. If you noticed anything suspicious or have any information, please reply to this email or let them know directly (they live in the yellow house next to the wharf).

  1. New Speed Signs

Jim Shepherd has generously donated four refelctive metal signs that will be posted on telephone poles in Grantham’s Landing along Marine Drive, in both directions. Jim has appealed several times to the Ministry of Transportation on the community’s behalf for better traffic speed control along Marine Drive. MOTI’s response was limited to the addition of the 30 kph tab on the steep hill sign coming into Granthams at Harvey Rd, amd they are unwilling to provide any further help. We hope these signs will help slow speeding traffic thru our community and avoid an accident.

  1. Boat Rack Update
  • So far, 12 spaces on the boat rack and 3 spaces on the Dinghy Dock have been paid for.
  • There are 6 more spaces available on the boat rack and more room on the Dinghy Dock.
  • All watercraft on the hillside – including the 3 canoes that are already there – will also require a GWA Tag, as of Aug 15th.
  • Please note that any watercraft in any of these three areas that do not have a GWA tag will be removed (and tied to a mooring buoy).
    • We really hope that the owners will either get a tag (reply to this email) or take their watercraft home so we don’t have to enforce this! :o)
  • Also note that the official GWA tags didn’t stick as well as promised and are being redone at no cost. If you purchased one, you’ll get an email when its replacement is available for pick up.
  1. More Cougar Sightings in Granthams!

Please be aware that we have a very large feline visitor in our neighbourhood again this week! It attacked a dog in a yard on Chamberlin near Reed, but was slowed down because that dog was securely anchored on a leash… after the dog’s owner and another dog came out yelling and barking, the cougar left.

  1. GWA Dues/Donations
  • Thanks to those who have already made their 2017 donation! For everyone else, it’s never too late! Please…
    • give your cash or cheque (made out to “GWA”) to Tony or Nicky
    • deposit your cheque in our new lock box, to be securely installed at the wharf once it arrives this month
    • or pay via E-transfer to member-dues@granthams-wharf.org
  • For more info, see: https://granthams-wharf.org/donate/

Enjoy the rest of the summer!

  • Also bring plates, cutlery, cups or glasses for your personal use
  • PLEASE ORDER your Gourmet Burgers ahead of time via granthamswharf@gmail.com

  • 2 BBQ’s and dedicated BBQers!

  • Drinks for all, like Lemonade or Punch (GWA will reimburse costs)
  • Free standing umbrellas or, even better, a canopy to shelter the food
  • If you can bring any of the above, please reply to this email message
  1. Boat Rack Update
  • Four dead trees were recently cut down on the north side of our concrete patio to make room for the boat rack, which will be built next weekend.
  • So far, eight GWA members have reserved and paid for spots on the boat rack (see the 2017 Boat column in the table on https://granthams-wharf.org/current-gwa-members/).
  • If you have watercraft equipment (kayak, canoe, paddle board, windsurfer, etc) stored by the patio, you need to pay your 2017 dues and boat storage fee ($50 each) which is used to offset the costs of the boat rack.
  • Likewise, two GWA members have paid to tie their dinghy to the floats. If you have a dinghy there, you also need to reserve and pay for a tie-up spot.
  • Please reply to this email if you need a spot on the boat rack or dinghy dock, and pay for it asap.
  • Tags will be provided at Grantham’s Day and later. These tags need to be affixed to each watercraft item stored on the boat rack or tied to the dinghy dock (equipment without a tag will be removed).

  1. Mind the Gap
  • New spacer boards have been installed between the floats. Enough space was left to prevent little fingers and toes from being crushed between the floats as they constantly shift against each other.
  • But please ensure that children (and adults) stay away from the gaps and not place feet or hands – or anything else – in those spaces as serious injuries may result.

Howdy Neighbours! here’s the latest news for our community…

GWA NEWS – August 2016

1. Filming at Granthams’s Wharf – this week!

Blueberries Productions Ltd.will be filming “The Irresistible Blueberry Farm” television movie in and around Grantham’s Landing Pier and the old Post Office from Wednesday, August 10, to Friday, August 12, 2016.  Please see attached PDF file for the schedule and other details. In response to a GWA question, we received the following from Geoff Dodd, Location Manager: There will be a film crew there and we may ask people to not get into our shot from time to time. We won’t stop people from enjoying those activities all together, just for short periods while we get our shots. there may be times when people are asked to stop talking if they are loading while we get our shots. We will work very hard to make sure people have full access, just the short periods of interruption. Blueberries Productions will make a donation to the GWA for the use of the wharf.

2. Marine Drive traffic hazard issue

Jim Shepard has been in touch with Don Leagult, Operations Manager, Howe Sound and Sunshine Coast, Ministry of Transportation and Infrastructure regarding the speed limit on Marine Drive through Granthams Landing. Jim’s first message appears below… their full email exchange is available here. Jim will let us know if/when we can participate in this initiative, and we expect to have more news in the next GWA announcement. However, feel free to contact the Ministry of Transportation in the meantime if you feel so inclined.

Subject: Granthams Landing Speed limit

Hello Don

I am writing on behalf of the residents of Granthams Landing. At a recent resident meeting, the concern for children safety on Marine Drive was raised. During the summer ,there is a considerable number of children crossing Marine Drive on their way to swim at the  community wharf. The speed limit of 50k seems excessive especially at top of the steep hill that has limited visibility. A 30k limit (like at Gibsons swim raft) would seem to be more reasonable Our dog was run down a number of years ago but I did not report it.

Today, however, the growing level of children going down to the wharf raises this concern to higher level. Could you  please have someone visit Granthams Landing to access the reason for our concern.

Your assistance would be greatly appreciated

Thank You very much

Jim Shepard OBC

3. SCRD Water issue

Sandy Wrightman brought the following to our attention: One of the issues here in Granthams is the quality and quantity of our water. The SCRD has a plan to deal with quantity by turning Chapman Lake into a reservoir. BC Parks, who would have to agree with this plan, have not yet agreed. Our resident experts call it folly. Sandy invited George Smith, a local expert on municipal water issues to make a brief presentation on this subject at the GWA BBQ and a petition was circulated to request that the SCRD consider other options. Unfortunately, that petition collected only about 980 of the required 1800 signatures, largely due to the short time frame and lack of adequate coverage. For more info, see the article in the Coast Reporter on July 1, page 5, also available at http://www.coastreporter.net/news/local-news/conservation-group-mobilizing-to-defeat-chapman-aap-1.2291435

Our Sandy Wrightman and George Smith encourage concerned residents to contact Jennie Aikman, Regional Director of BC Parks for our area at Jennie.Aikman@gov.bc.ca or 604-924-2227.

You can also contact George Smith for further info or input regarding a letter at georgesmith@telus.net or 604-886-3136

4. GWA Annual General Meeting

The 2016 GWA Annual General Meeting will be held on Saturday, September 10, starting at4:00pm at Les & Andrew’s house (brown house next to wharf). The meeting will be followed by apot-luck dinner. All GWA members are welcome to participate!

5. GWA 2016 BBQ Report

We enjoyed a wonderful sunny afternoon together at the wharf on July 16! Thanks to all those who participated! If you have any photos, please send them to granthamswharf@gmail.com to be posted on our website. The GWA cleared $315 from the sale of burgers, and collected GWA dues from 18 households at the event. If you missed that opportunity to donate, it’s not too late! ? for info, please see https://granthams-wharf.org/donate/

6. GWA Website is updated

Our website (granthams-wharf.org) has been refreshed. The site now includes an updated membership form (at https://granthams-wharf.org/join/)… feel free to invite other Granthamites to join. Our mailing list of all current GWA members is also included (at https://granthams-wharf.org/current-gwa-members/), including an indication of whether 2016 dues have been paid, for verification and to encourage members to make their annual donation. (Other member details, such as email addresses, are not published or shared). As mentioned above, please send any photos to granthamswharf@gmail.com to be posted on the site. Many previous photos can be viewed under the Photos menu.

7. Grantham’s Hall Committee

Subject: RE: notes from June 29th meeting with SCRD re: Granthams Hall project

Good morning everyone,

Thanks Nicky for keeping the notes for this meeting, much appreciated.

Thanks also to those that attended and to those that couldn’t I’m sure you share the passion for the hall and want to see it renovated and open once again.

I believe that the addition of Tom to our team in the role of project management will be very beneficial and I look forward to working with him on this project. Thanks again Tom for volunteering.

Lots of things to be done over the course of the next month or so and once again I sincerely appreciate the commitment and patience of the committee and the community as we work through the process to get our “hall with a heart” (thanks Karen) open again.

Happy Canada Day

Ian

Subject: notes from June 29th meeting with SCRD re: Granthams Hall project

A group of Grantham’s residents, including two welcome new neighbours – Chris Wolfe and John Payne – met with Ian Winn (Area F director) and Janette Loveys (SCRD CAO).

Ian introduced us to Tom Smith – a volunteer to Coast Community groups with deep experience in managing projects similar to our Hall Renovation project. Ian proposes that Tom can work with the SCRD and with our community volunteers – in the capacity of Volunteer Management Support – to move our project forward. Welcome Tom and thank you.

Janette reported that the RFP was put out to tender, bids were considered, and a small architectural firm was chosen (Gordon Scott of West Vancouver). She confirmed that the funds to carry out the steps required in the RFP – up to and including final drawings – will be paid for from the SCRD 2016 budget.

She also confirmed that we are definitely looking at renovation of the existing building, rather than tear down and rebuild. Janette expressed confidence that a Canadian Heritage grant (Cultural Spaces) can successfully be applied for that will provide the majority of the funds required for the basic building.

Several times during the meeting we were reminded that this project will, and must go through the process that is required by SCRD. Several people expressed frustration about the slowness of the process to date and uncertainty in future steps. As a community  we do not have control over this process because we do not own the building.

Nicky and Mary reported on grant applications to date. Nicky reported the unsuccessful application made to the SCCF (Community Foundation) – reason for denial was that we as a community did not own the hall and that the SCRD should be funding the project, and there was no funding in place yet. Mary had not heard from the Credit Union, but since that meeting has received a cheque from them for $1000, which will be added to the Hall Funds held by Granthams Wharf Association.

Nicky and others mentioned that we seem to be ahead of the process timing and that future applications may be more successful once we have other funding firmly in place. There were suggestions made for other grant requests and Nicky will look into them and report back.

Mark asked if we can use the hall in a limited way, in the interim. Janette replied that the SCRD has liability issues that preclude the use of the hall during this process. This liability arises from an engineering report that states that the roof cannot withstand earthquake or heavy snow load, among other structural issues. It was mentioned that many of our homes are probably in the same shape due to age. Signed waivers by any users do not cover liability, and as owner, the SCRD cannot pass on the liability to a Project Manager or any other entity.

Janette stated that the project will be accomplished using part tender of professional services and part volunteer jobs that will be assigned/identified by the architect.

The architect will meet with the planning committee once before completing final drawings for the purpose of input by our representative community members. Then there will be a second information meeting with the community as a whole to share the final plans for the renovation. The first meeting will be before the end of July.

Janette made it clear that until these drawings are completed, next steps of costing and tendering, then timing of construction, cannot start – that is the due process. It was expressed that we hope to be able to have that costing in hand by September in order to start the grant application process.

Tom Smith will meet with Jack Jory who has done a lot of preliminary work on construction plans and some costing. Together they can come up with their recommendations for the architect before the next meeting.

That is the extent of my notes and memory – if I have left anything of importance out, please advise us all. contact me with any questions I may be able to answer.

thank you Mark for heading up the committee. Please send this on to any names I have not included.

Warm regards,

Nicky Grafton

2. Follow-up on Knotweed Issue
Evie reported that the [MOT] has already applied herbicide to the hillside by the wharf yesterday (Tuesday June 27). A sign was posted warning people not to step on the hillside for 24 hours (until noon today). So the hillside clean-up mentioned previously (see #3 in previous message below) has been postponed.

1. Annual Granthams BBQ and Community Jump

Please mark your calendars for Saturday July 16, starting at noon, for another great community get-together!

This year the AGM will be held separately, on September 10 at Les and Andrew/s place.

More details to follow on both.

2. Warning re GWA Boat/Canoe/Kayak/Board Storage

FYI: our kayaks were removed? borrowed? stolen? from the Granthams Wharf. This is a  heads-up for those of you who have yours stored by the beach – I hate to see anyone else lose their boats.

From Ken Worsnop, 811 Marine Dr, ken.deb@telus.net – please contact Ken if you know anything about this.

3. Knotweed Issue

Evie J-K has been looking into the big problem of this invasive species thriving on the hillside by the wharf (and on adjacent properties). So these year’s hillside clean-up may be a little more intensive than usual (knotweed has to be completely removed and then bagged or burned). We will send a detailed message to organize a work party… please participate if you are able!

More info: http://landscaping.about.com/cs/weedsdiseases/a/knotweed.htm

4. New Members

Do you know of any new people in Granthams Landing? Like the fellow who moved into Burt’s / Gary&Sheila’s place next to the wharf (big yellow house). If so, please send me any contact info you have (name, address, email, &/or phone) so we can include them in GWA stuff. We’re also planning a membership drive before the BBQ.

5. Crosswalk on Marine at Central

A few people have expressed serious concern about the danger of traffic zooming by on Marine Drive, especially for kids heading back and forth to the wharf. It’s likely provincial jurisdiction. Does anyone have an idea of what would be required and who to contact? Is anyone willing to look into it on behalf of the GWA and larger community? Please let us know.

Thanks folks! …and especially to all the people that helped with installing the floats on Friday May 20. Bjorn is getting the swim ladder fixed and Doug M. will be installing it soon.

Let’s make 2016 the best summer yet!

– Tony
